MUZAFFARABAD — The Jammu Kashmir Joint Awami Action Committee (JKJAAC) has entered a complete deadlock with the Azad Jammu and Kashmir government after the expiration of its February 22 deadline for implementing the October 4 agreement, with a decisive representative meeting scheduled for February 25 to determine the organization’s future course of action.
Sardar Umar Nazir, a core committee member of the JKJAAC, issued a detailed statement outlining systematic violations of the October 4 accord and accusing government representatives of employing delaying tactics while issuing statements he characterized as “irresponsible” for officials holding responsible positions.
Substantive Agreement Violations
The primary breach identified by the committee involves the government’s appointment of members from refugee assembly seats as chairmen and members of standing committees—a move Umar Nazir stated constitutes a direct violation of the October 4 agreement’s terms. This unilateral action, he explained, effectively blocked implementation of the broader charter of demands.
“Delaying tactics were used,” Umar Nazir stated. “To the extent of announcements, everything was done—including press conferences by the government side—but practically, not a single matter was implemented except partial implementation of health cards.”
Failed Communication Channels
The committee communicated these violations both in writing and verbally to the implementation committee during their last meeting. The government side includes Federal Minister Amir Muqam, Minister for Parliamentary Affairs Dr. Tariq Fazal Chaudhry, and other AJK government members.
Rather than addressing these documented concerns, Umar Nazir accused the representatives of conduct inappropriate to their official responsibilities. He specifically referenced a recent press conference where, alongside Amir Muqam, government representatives declared the JKJAAC “an obstacle to the region.”
Direct Challenge to Government Record
Responding to the characterization of the committee as obstructive, Umar Nazir issued a direct challenge:
“I would ask them—before this, your party also governed for a long period. What rivers of milk and honey did you flow here? The JKJAAC has only existed for three and a half years, and you are saying it is responsible?”
He reaffirmed the organization’s position as “principled and living,” emphasizing that the committee demands implementation of agreed commitments without the delaying tactics and historical patterns of unfulfilled promises that Kashmiri citizens have previously experienced.
Imminent Decision
The February 25 representative meeting will formally announce the JKJAAC’s future line of action, following the government’s failure to meet the February 22 deadline and its representatives’ refusal to resolve the documented deadlock through appropriate channels.
