Jammu Kashmir Joint Awami Action Committee Issues Ultimatum as Government Misses Charter Deadlines

Muzaffarabad, Azad Jammu & Kashmir (PaJK) – The Jammu Kashmir Joint Awami Action Committee (JKJAAC) has announced a renewed phase of action following the government’s failure to implement the remaining points of the agreed Charter of Demand. Despite granting a six-month extension after the final round of negotiations on December 7, 2024, the committee says no meaningful progress was made by the deadline on June 7, 2025.

In a statement issued by Core Committee member Shaukat Nawaz Mir, the committee emphasized that repeated delays and broken promises have forced them to escalate demands. As of June 8, 2025, the committee has formally added five new demands to the original charter following a Core Committee meeting in Dheerkot on May 21, widely endorsed during a mass public event on May 24 – the Martyrs’ Day of JKJPAC.

Newly Added Demands:

  1. Free and universal healthcare

  2. Equal and free education for all citizens

  3. Construction of an international airport in AJK

  4. A central Kashmir highway (motorway/expressway) from Neelum Valley to Bhimber

  5. Abolition of the 12 refugee seats and quota in the AJK Legislative Assembly

JKJPAC now insists that any further negotiations with the state or federal institutions must strictly include these additional demands as non-negotiable conditions for dialogue.

This move reflects growing frustration among citizens across the region, who have consistently supported the committee’s non-violent efforts over the past year. Observers warn that failure to act could deepen political unrest and widen the gap between state authorities and civil society.
